What counts as an actual emergency?
Anything that's actively damaging or about to damage a structure, vehicle, or utility — or that's blocking emergency access. A leaning tree that's been leaning the same way for ten years is not an emergency. A trunk that visibly moved during last night's storm is.

What if the tree is on a power line?
